In a letter received from the Union of Chambers and Commodity Exchanges of Türkiye (TOBB), with reference to a letter from the General Directorate of Professional Services of the Ministry of Environment, Urbanization and Climate Change, information regarding the implementation of the Shelter Regulation is communicated.
The fourth paragraph of Article 10 of the Shelter Regulation, which entered into force upon publication in the Official Gazette No. 33070 dated November 7, 2025, stipulates that “Parking areas located on basement floors below natural or finished ground level in shopping malls and regional, public and commercial parking facilities must be designed and constructed to meet shelter standards.”
Provisional Article 3 stipulates that “Existing areas specified in the fourth paragraph of Article 10 must be inspected by the relevant administration, and any deficiencies must be remedied by their owners by December 31, 2028, so that they are ready for use as shelters. The results must be reported to the Governorships (Provincial Disaster and Emergency Directorates).” Accordingly, following the amendment made to the Regulation on November 7, 2026, it is stated that the shelter requirements must be fulfilled within the prescribed period for existing and newly constructed buildings falling within the scope of the legislation referred to in the Regulation, so that they may be used as public shelters when necessary.
