Dear Member,

In a letter received from the Trade Department of the General Directorate of the Turkish Grain Board (TMO), it is stated that corn stocks have been offered for cash sale to end users, including poultry farmers (in the poultry meat and egg sectors), semolina producers, and feed mills, based on their actual monthly consumption, as of July 1, 2026.

No corn sales will be made to the starch industry, crushing and flaking facilities.

Applications for corn [ELÜS] sales will largely be submitted through the TMO Electronic Purchase and Sales Platform (ELASP).

Payments for corn purchases will be made in cash, and credit card payments will not be accepted.

Of the stocks offered for sale, only the following will be sold:

  • Imported corn will be offered for unrestricted sale without distinction between individuals and organizations. Imported corn held by the Hatay and Mersin Regional Directorates will be sold for cash and/or by a single credit card payment at the cash price (via Ziraat Bank POS terminals using credit cards issued by all banks), while imported corn held by the Balıkesir and Samsun Regional Directorates will be sold for cash. Applications must be submitted to the Regional Directorate where the stock is located, and no hinterland restrictions will apply.
  • Domestic corn held in TMO warehouses will be offered for unrestricted cash sale without distinction between individuals and organizations. Applications must be submitted to the Regional Directorate where the stock is located.
  • 68 thousand tonnes of ELÜS corn will be offered for unrestricted sale on the TÜRİB trading board.

Integrated companies operating in both the feed and poultry sectors must select either the feed mill category or the poultry sector category when applying for corn sales.

All companies submitting applications will be required to provide a certificate of activity dated June 15, 2026, or later, approved by the Chamber of Commerce and Industry with which they are affiliated, demonstrating that they are currently operating.

Since corn sales will be based on actual consumption, semolina producers and feed mills will be required to submit documentation of their actual consumption for 2025, their electricity consumption for the same year, and a valid installed capacity report.

Poultry farmers applying to purchase corn will be required to submit an enterprise registration certificate dated June 15, 2026, or later, obtained from the relevant Provincial/District Directorate of Agriculture and Forestry, indicating the number and type of animals. Poultry house capacity figures will not be taken into consideration; calculations will be based on the actual number of animals.

The authenticity of the required documents will be verified with the individuals and organizations that issued them.

If applicants are found to have committed forgery or irregularities in the documents requested by TMO, they will be prohibited from participating in TMO sales for a period of 2 (two) years.

The application, payment, settlement, and final delivery dates for the corn stocks offered for sale are specified below.

- Corn Sale

Platform Application Period (ELÜS): July 1–9, 2026 (inclusive) (Application Deadline: 17:00)

TÜRİB Final Settlement Date (ELÜS): July 20, 2026 (inclusive)

Applicants wishing to purchase ELÜS stocks must complete their registration and membership procedures both on the TMO Electronic Purchase and Sales Platform (ELASP) and with a Commodity Market Brokerage Institution (ÜPAK).

ELÜS stocks allocated through the TMO Electronic Purchase and Sales Platform will be forwarded to TÜRİB for settlement. As the TÜRİB ELÜS market has transitioned to an intermediary-based system, buyers must conduct their transactions through the Commodity Market Brokerage Institution (ÜPAK) with which they have opened an account, and the full purchase amount for ELÜS sales must be available in their investment account at the time of settlement.

Detailed information on the terms and conditions of sale is available at www.tmo.gov.tr.

Kind regards,

İzmir Commodity Exchange
