The Right to Information Law, published in the Official Gazette dated October 24, 2003, No. 25269, and the Regulation on the Principles and Procedures for the Implementation of the Right to Information Law No. 4982, published in the Official Gazette dated April 27, 2004, No. 25445, comprehensively regulate the procedures and methods for submitting applications under this Law. According to this Regulation:

Application Procedure:

Applications for information submitted by natural and legal persons must be addressed to the information units of the relevant institutions and organizations holding the requested information or documents. Applications must be submitted through a petition containing the applicant's name and residential address in the case of natural persons, or the legal entity's registered name, address and authorization document in the case of legal persons.

Applications Submitted Electronically:

Applications submitted by email must be made by completing the relevant application forms published on the institution's website and providing the applicant's full name, residential address and Turkish Republic identification number.

Nature of the Information or Documents Requested:

Applications for information must concern documents held by, or required to be held by, the institutions and organizations to which the applications are submitted. However, determining whether the requested information or documents are available in the institution's records and providing access to such information or documents must not disrupt the institution's daily operations or impose an unreasonable burden on it.

Published or Publicly Disclosed Information and Documents:

Information and documents that have already been published or made publicly available by institutions and organizations through publications, brochures, announcements or similar means cannot be the subject of applications for information.

Prohibition on the Publication of Information and Documents:

Under the Regulation, media organizations may not reproduce or use information and documents obtained in accordance with the procedures and principles specified in the Law and the Regulation for commercial purposes. Such information and documents may not be published without the permission of the institution or organization that provided them.

Acceptance, Evaluation and Processing of Applications:

For application petitions to be accepted, they must be submitted in full compliance with the Law.
