In a letter received from the Union of Chambers and Commodity Exchanges of Türkiye (TOBB), with reference to the letter of the Ministry of Trade, it is stated that the Regulation on Preferential Rules of Origin within the Scope of Decision No. 1/2023 of the Joint Committee of the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin was published in the Official Gazette dated 20/12/2025 and numbered 33113. It is also stated that, with the amending regulation published in the Official Gazette dated 31/12/2025 and numbered 33124 (6th repeated issue), new agreements were included within the scope of the Regulation and that the requirement to use the tables announced on the official website of the Ministry of Trade as the basis for the application of origin cumulation was incorporated into the legislation.

The letter emphasizes that, for goods deemed to be of Turkish origin through the application of cumulation under the aforementioned legislation, it is mandatory to include the endorsement "cumulation applied with (country/countries)" on the EUR.1 Movement Certificate or origin declaration issued for export.
