Dear Member,
The Implementation Regulation on the Employment Protection Support Program, issued by the Ministry of Labour and Social Security, the Ministry of Industry and Technology, and the Small and Medium Enterprises Development Organization (KOSGEB), was published in the Official Gazette No. 33185 dated March 3, 2026.
Details regarding the Implementation Regulation on the Employment Protection Support Program, aimed at protecting and increasing employment in manufacturing industry sectors, are provided below:
The support program will be implemented for employment maintained between January 1, 2026 and December 31, 2026.
Support will be provided to enterprises that maintain, on a monthly basis in 2026, the average monthly number of premium payment days recorded for the November–December 2025 period.
If the number of monthly premium payment days in the month for which payment is requested is equal to or greater than the average monthly number of premium payment days for the November–December 2025 period, employment will be considered to have been maintained for the relevant month.
In addition, if the average monthly number of premium payment days for the period from the beginning of 2026 up to and including the month for which payment is requested is equal to or greater than the average monthly number of premium payment days for the November–December 2025 period, the employment level will be considered to have been maintained for all months within that period.
Manufacturing enterprises operating under the NACE codes listed below that maintain their employment in accordance with the specified calculation method will be provided with support of TRY 3,500 for every thirty premium payment days for the period in which employment is maintained.
13- Manufacture of Textiles
14- Manufacture of Wearing Apparel
15- Manufacture of Leather and Related Products

The amount of credit that may be used within the scope of this paragraph may not exceed the monthly average of the total earnings subject to social security premiums declared on a workplace basis in the withholding and premium service declarations of the enterprise for November and December 2025.
The amount of support that may be provided per enterprise is limited to the amount corresponding to ten support points for a loan with a maximum principal repayment grace period of six months and a maturity of up to thirty-six months. Support payments will be made in proportion to the number of months in which the employment protection criterion is met, divided by twelve. The Ministry is authorized to limit the loans eligible for support to certain banks and/or certain types of loans.
For manufacturing enterprises that do not operate in the fields specified above but qualify as SMEs and maintain their employment, the amount of support that may be provided will be calculated based on the loan used by the enterprise in accordance with the conditions specified in this paragraph.
Under the program, enterprises may submit payment requests no later than March 31, 2027.
