Statement on the EU Leaders' Meeting
In a letter received from the Union of Chambers and Commodity Exchanges of Türkiye (TOBB), with reference to a letter from the Ministry of Trade; it is stated that, following the EU Leaders' Meeting held on February 12, 2026, which addressed Europe's competitiveness, the subsequent statement expressed political commitment to completing a comprehensive reform process by the end of 2027 within the framework of the "One Europe, One Market" objective.
The letter states that the Commission plans to present a detailed "One Europe, One Market Roadmap and Action Plan" at the next European Council meeting.
The letter further explains that the reform process is structured around five main pillars: Reducing Administrative Burdens, Building the Single Market, Establishing a Single Energy Market, Digital Transformation, and International Trade, and provides information on the content of these pillars.
The Commission plans to present a detailed “One Europe, One Market Roadmap and Action Plan” containing timelines, objectives, and a clear implementation schedule.
It is stated that the reform process is structured around five fundamental pillars.
In this context, the statement outlines the following:
1) Reducing Administrative Burdens
Ten Omnibus simplification packages are on the agenda (three have been completed, while seven are ongoing). The co-legislators are expected to accelerate the process and finalize these regulations, with the aim of reducing administrative burdens by approximately EUR 15 billion annually,
Following the completion of the Omnibus packages, comprehensive simplification of the existing EU acquis will be undertaken, measures will be introduced against "gold-plating" practices (where Member States impose additional requirements beyond EU legislation), and the "more regulations and fewer directives" approach will be adopted to establish a single, clear objective for Member States,
"Sunset clauses" (provisions establishing the expiry of regulations) will be introduced into legislation, allowing decisions to be made after a specified period on whether the relevant regulation should remain in force or be completely revised,
2) Building the Single Market
The 28th Regime proposal, which will enable companies to be established digitally within 48 hours anywhere in the EU and operate under a single, simplified set of rules throughout the EU, will be presented in March,
To establish a strong and liquid capital market, the first phase of the Savings and Investments Union, covering market integration, supervision, and securitization, is targeted for completion by June. If sufficient progress is not achieved by then, the option of "enhanced cooperation" (involving at least nine Member States) will be considered,
Before the next European Council meeting, the Industrial Accelerator Act, incorporating European preference for strategic sectors and based on robust economic analyses, will be presented,
3) Establishing a Single Energy Market
To strengthen infrastructure and cross-border energy flows, the Grids Package (a timetable will be established for the adoption of this package, which is currently under consideration by the Council and Parliament) and European Energy Highways (the first energy highway was recently approved, connecting Baltic offshore wind energy to Denmark and Germany via the island of Bornholm) will be implemented,
The effectiveness of the current pricing mechanism (renewable energy at €34/MWh, nuclear energy at €50-60/MWh, and gas at €100/MWh) is under discussion, and various options will be presented to the Council in March regarding whether the time has come to revise the market design,
The Emissions Trading System (ETS) will be reviewed,
4) Digital Transformation
The Digital Networks Act will be advanced, and a timetable will be established to accelerate its progress. The possibility of mergers among telecommunications companies is also under consideration within the framework of the Digital Networks Act,
The European Business Wallet will enable companies to have a single digital identity and a single communication channel with all public authorities across the EU. A timetable for its implementation will also be established starting in March,
Looking ahead, a Technology Sovereignty Package, including the "Chips Act 2.0" and a Cloud and AI Development Act, will be proposed,
Existing AI factories are planned to be transformed into AI gigafactory ecosystems,
5) International Trade
Support is expressed for the rapid implementation of recently concluded trade agreements (Indonesia, Mercosur, India, and Switzerland),
It is stated that efforts will continue toward future agreements with ASEAN, Gulf countries, and Australia.
Best regards,
